Refrigerant Standards

Lower GWP Refrigerants

From December 31, 2022, all new TRUs must use refrigerants with a Global Warming Potential (GWP) of 2,200 or less, or operate without refrigerants to meet updated standards. This requirement ensures California's fleet moves toward more environmentally responsible cooling solutions.

Effective from December 31, 2022, new TRUs from the 2023 model year onward must meet a PM emission standard of 0.02 grams per brake horsepower-hour, aligning with EPA Tier 4 final standards.

Owner and Operator Compliance

TRU owners are required to register with CARB, secure a CARB IDN, and ensure their units are compliant, preparing for regular inspections.

Facility Compliance Obligations

By December 31, 2023, facilities like refrigerated warehouses and grocery stores must meet new registration and reporting requirements.

Expanded TRU Reporting Requirements

All TRU operators must report their units to CARB by the end of 2023, including those based out-of-state.

New Fees and Labeling Requirements

Starting at the end of 2023, TRU operators will face new operating fees and must update compliance labels every three years.

Transition to Zero-Emission Technologies

By 2029, fleets must annually transition 15% of their truck TRUs to zero-emission technologies, aiming for full transition by the deadline.
